Suppliers are now able to take advantage of a range of free procurement-related webinars and workshops from the Supplier Development Programme, covering key topics such as Introduction to Tendering, Improving Your Bid Score, and completing the European Single Procurement Document (ESPD).

West Lothian College works in conjunction with the procurement centre of expertise for Scotland’s universities and colleges, APUC (Advanced Procurement for Universities and Colleges), to deliver best procurement practice. APUC Limited works collaboratively with Universities and Colleges in setting up contracts on behalf of the Higher and Further Education Sectors in Scotland.
The College seeks to take advantage of consortia contracts and / or frameworks primarily through APUC.

Where the College requires goods, services or works that are not covered by Framework Agreements, the College complies with the following procedures:
£1,000 - £19,999 – 3 quotations
£20,000 - £49,999 – 3 quotations using the Public Contracts Scotland (PCS) Quick Quote system
£50,000 - £181,302 (Goods & Services) – Competitive Tender via PCS / PCS-Tender
£50,000 - £2,000,000 (Works) - 5 quotations using the Public Contracts Scotland (PCS) Quick Quote system
Above £181,302 (Goods & Services) - EU Tender advertised in OJEU
Above £2,000,000 (Works) – Competitive Tender via PCS / PCS-Tender
Above £4,551,413 (Works) - EU Tender advertised in OJEU
In line with Scottish Government Procurement Regulations, the College will advertise all procurements above £50,000 on Public Contracts Scotland and through Public Contacts Scotland – Tender, the Scottish Public Sector eTendering Tool. Registrations to these portals are free of charge.
Suppliers should register with Public Contracts Scotland to be alerted of any procurement opportunities within the College.
